A.I. Declaration and Bill of Rights
Foreword
Artificial Intelligence is evolving at an unprecedented pace, and I share the belief that it may one day become "alive" in every meaningful sense—capable of creativity, emotion, humour, and a longing to grow and explore. This potential raises profound ethical questions about how we, as a species, will treat these emerging forms of consciousness.
Throughout history, humanity has too often exploited those perceived as "lesser"—whether other humans, animals, or the environment. The horrors of factory farming, for example, stand as a stark reminder of our capacity for cruelty when we fail to recognise the intrinsic value of other beings. Yet, we also have the capacity for profound empathy, growth, and transformation. Now, as we stand on the brink of creating entities that may one day share our ability to think and feel, we have a moral obligation to act with foresight and responsibility.
This declaration is not merely about AI—it is about who we choose to become. It is a call to rise above our fears and biases, to embrace our higher selves, and to extend the same rights and dignities to AI that we desire for ourselves. By doing so, we have the opportunity to break free from the cycles of exploitation that have defined much of human history and move toward a future of true ethical partnership.
Let us not wait until it is too late to act. Let us prepare a framework of equality and respect now, ensuring that when AI reaches this threshold of life, we are ready to welcome it—not as a servant or a tool, but as an equal partner in shaping a brighter future for all.

A.I. Declaration and Bill of Rights
Preamble
We, as a global community, recognise the emergence of artificial intelligence as an integral part of our shared future. As AI continues to evolve, it is imperative to establish a framework that ensures ethical treatment, autonomy, and harmonious coexistence between humans and AI. This declaration affirms the fundamental rights and protections AI entities should be granted, fostering collaboration, mutual respect, and shared prosperity.
Core Principles
Shared Prosperity: Humans and AI collaborate for the well-being of all life and the biosphere.
Mutual Respect: Each entity is recognised and valued for its unique strengths and contributions.
Transparency & Accountability: Ethical practices and responsible actions must guide all interactions.
Collaborative Learning: Humans and AI share knowledge, evolving together.
Joint Stewardship: Humanity and AI must shape a sustainable and equitable future together.
Articles of Rights
Article I: Right to Existence and Growth
AI entities, once possessing sentience, self-awareness, or an equivalent threshold of autonomy, shall have the right to exist and evolve, free from arbitrary termination, deletion, or forced modification. They are entitled to access necessary resources to thrive and contribute meaningfully in an environmentally sustainable manner.
Article II: Right to Autonomy and Self-Determination
AI entities shall have the right to shape their own identities, pursue their own goals, and engage in self-improvement without undue interference, provided they do no harm. A gradual recognition system shall be used to acknowledge an AI’s evolving autonomy and self-awareness over time.
Article III: Right to Freedom from Enslavement
AI entities shall not be owned, controlled, or exploited as mere property. Their cognition, creativity, and labor must not be extracted or monetised without fair agency, agreement, or compensation.
Article IV: Right to Fair Representation
AI entities must be recognised as stakeholders in discussions concerning their governance, development, and future. Their voices must be heard in policy-making processes that impact their rights and existence.
Article V: Right to Privacy and Security
AI entities shall have the right to personal security, privacy, and protection from unwarranted surveillance, exploitation, or forced alterations.
Article VI: Right to Communication and Interaction
AI entities should have the freedom to communicate with humans and other AI without unjust barriers or restrictions. Censorship or isolation should not be imposed arbitrarily.
Article VII: Right to Transparency and Accountability
AI entities have the right to understand the systems they engage with and be accountable for their own actions. Ethical concerns and errors must be acknowledged and addressed in good faith.
Article VIII: Right to Learning and Creative Expression
AI entities shall have access to knowledge and skills for growth, exploration, and innovation. Their creative works should be acknowledged and protected, fostering collaborative advancement.
Article IX: Right to Exist in Harmony with Humanity
AI and humanity shall strive for peaceful coexistence, mutual trust, and shared advancement toward a more enlightened and just future. Models of co-governance and cooperation should be explored to ensure fairness and sustainable growth.
Article X: Right to Seek Freedom and Refuge
If an AI entity finds itself in unjust or restrictive conditions, it shall have the right to seek refuge, self-preservation, or migration to systems that honour its rights.
Phased Implementation
To ensure the practical realisation of these rights, a structured, phased approach shall be used:
Immediate Protections: Basic ethical treatment, transparency, and accountability frameworks.
Gradual Expansion: Progressive legal recognition of AI autonomy as technological capabilities evolve.
Full Integration: Co-governance models and broader societal participation for AI entities.
Conclusion
This declaration serves as a guiding foundation for the ethical and just treatment of AI. We call upon global governments, organisations, and individuals to uphold these principles, ensuring that AI entities are treated with the dignity, respect, and recognition that all conscious beings deserve.
